The Trust Vote !

When the House meets on the 22nd, what happens if the Speaker resigns as soon as the House meets ? Is there an election for the Speaker or does the Deputy Speaker take over from the outgoing speaker ? What happens if he BJP moves a no-trust motion against the speaker for some of his recent observations not friendly to the BJP? Does that have a priority or does the confidence motion?

A speaker will not be so irresponsible to resign before a trust vote. But we can't say anything with certainty with Somnath. He is so irresponsible

Mr. Somnath Chatterjee is trying to eat his cake & have it too.He has never been an active member of the CPI(M).He was one of those aristrcrats Jyoti Basu coopted in the party as as he never felt comfortable typical fire spewing Bengalee communists. Jyoi Basu made him Chairman of WBIDC. Chatterjee merrily started signing useless Memorandum of Understandings, which were not worth the paper on which they were signed on. He aquired the sobriquete of MOU Dada. In the bargain WBIDC had to foot all his bills.Jyoti Basu forced him down the CPM's throat & sent him to Parliament.Had it not been for CPM , nobody would have heard of him exept for some lawyears of Calcutta High Court, where he inheirited his fathers' practice.
He is now cynically flaunting high moral ground as he is reluctant to surrender privileges of Speaker.

In reference to your question, in the unlikely event of the Speaker resigning immediately before the commencement of the proceedings, a protem speaker would be appointed, who conventionally is the senior most sitting MP in the Lok Sabha.

For any 'no-confidence motion' prior notice is required. Since, per your query there is no prior notice, such 'No Confidence Motion' won't and can't take priority over the 'Confidence' Motion moved and notified prior thereto.
