There will always be disgruntled people

Mr. Narayanan, you are simplying the problem of terrorism. Terrorism can never be justified in the name of deprivation, disgruntled people, lack of education, etc. If we start looking for excuses, then all terrorists have one or many of them. The only solution to deal with it is with a heavy hand. We have seen that the carrots approach is ineffective.

The only solution to deal with terrorism is to get to its root cause sincerely and then eradicate it with a heavy hand. The present war against it will only multiply it.

This is totally rubbish. whole things is done by
Pakistan.its main tactics 1).to keep pressure on
India to come and sit on table and start negotiate.2). pakistan want alive terrisum issue in the internatonal front so that he can project JK is disputed state. thay never changed and will not change their posotion. AS this their state policy. thay know that they cannot win by war so follow this polocy.I feel that THIS goverment DOES NOT CURAGE. i think we should also take some reciprocal steps. we must do some thing in their SINDH province just like they doing in JK.

Unless you believe in magic, the world is governed by cause and effect. If you beat somebody, they will cry out. Looking for the cause of a problem and removing it will always be more effective in the long term than trying to address a symptom. Giving somebody aspirin when they have a wound may relieve the pain - but fail to treat the wound, and the patient will die. It is essential to ensure justice is done - but if there is no attempt to address the root cause, there will never be a real, long term solution. The carrot approach has been effective in many places - Northern Ireland, Chile, East Timor. You don't hear about them in the news because - guess what - they are OK and not descended into civil war.

Northern Ireland, Chile, East Timor had different types of problem, their only aim in life was not terrorism. Here we have countries sourrounding us (particularly Pakistan and Bangladesh) whose only intent is to cripple India. If you look at the track record of Pakistan since inception, it has only supported terrorism, not just against India but the whole world. If there is a bomb blast anywhere in the world, the root goes towards Pakistan (examples 9/11, London blasts, Kashmir and innumerable blasts in India).

Given this kind of scenario, carrots are out of consideration, only brute force can succeed.

I have been to Pakistan. The people I met were far more concerned with fixing the development problems of Pakistan than with India. It is arrogant and wrong to assume that all Pakistanis are concerned with is destroying India. The _government_ of Pakistan and the ISI have certainly pursued an aggressive policy towards India - but it is my belief that this is essentially to distract the attention of the population from the chronic failures of the various governments to address the basic development problems. Recent history has demonstrated that working with Pakistan to bring people together, foster mutual understanding, and address these underlying problems has significantly reduced the level of aggression and terrorism. What could possibly be achieved with brute force? An (incredibly expensive and politically unmaintainable) occupation of Pakistan? What is your exit strategy? How would you step back from nuclear war? How would you prevent it descending into another Iraq or a third world war? Ridiculous.
