Unless you believe in magic, the world is governed by cause and effect. If you beat somebody, they will cry out. Looking for the cause of a problem and removing it will always be more effective in the long term than trying to address a symptom. Giving somebody aspirin when they have a wound may relieve the pain - but fail to treat the wound, and the patient will die. It is essential to ensure justice is done - but if there is no attempt to address the root cause, there will never be a real, long term solution. The carrot approach has been effective in many places - Northern Ireland, Chile, East Timor. You don't hear about them in the news because - guess what - they are OK and not descended into civil war.
