Northern Ireland, Chile, East Timor had different types of problem, their only aim in life was not terrorism. Here we have countries sourrounding us (particularly Pakistan and Bangladesh) whose only intent is to cripple India. If you look at the track record of Pakistan since inception, it has only supported terrorism, not just against India but the whole world. If there is a bomb blast anywhere in the world, the root goes towards Pakistan (examples 9/11, London blasts, Kashmir and innumerable blasts in India).
Given this kind of scenario, carrots are out of consideration, only brute force can succeed.
