Thanks to Mr.Shailesh for an encouraging article and increasing awareness.The system of governance,services- right from local bodies to Central Government,Social Service bodies ,temples,places of worship to non Government Organisations working for various causes like Health,Education,consumers,defence,business,Industry,Judiciary,etc is flawful,which is beyond rectification and if at all an effort is made-it is like adding a drop in the Ocean. It is a wishful thinking to expect transperancy,freedom of Media,and as a consequence - development in system and deliveries.Of course- long term process warrants the development to happen,when people exercise their right to information.But it is too slow, that it will take decades to make difference.This is only one piece of brick for constructing a healthy society.This is not to sound negative,but a reflection of worry because of sad state of affairs,and that too deteriorating day by day.
Panchkula Afternoon 4.30pm.,Thursday11th Oct. 2007 While the long list of great achievements of ordinary Indians around Mumbai as listed by Sri Sailesh Gandhi ,here ,shall always be a matter of satisfaction to any body interested in seeing humble common Indian to be rescued from being subjected to all kinds of indignities and denials of his or her civil and personal freedoms by usurpers of our state.However, there are large areas in which The mandarins of Security Systems , higher echelons of secretariat , and of course My-Lordships of Judiciary are trying to make access to information as remote and delayed as long as they can ..Usually they can invoke reasons of State's Security , Official Secrecy Acts and Contempt laws controlling Juridical processes to be subjected to public exposure and to cover their own misdeeds in the name of State's vital security!So Sailesh Sahib just ask the CS at Bahadurgarh about some case relating to treatment at a public dispensary and you shall know that it would be available for a small cost of Rs. 100,000/- and after several months running around. Non Challant Bureaucrats have ways entirely unfathomable to most good-intentioned pieces of Legislation like RTC.So pl. do not get carried away by a few cases of success of your acquaintances with RTC. First of all its RTI and not RTC. As far as covering one's misdeeds in the name of state's vital security is concerned, RTI process is much robust and stronger than that. An Information Commissioner sits on top of any concerned authority from which u have asked for information, in case that authority doesn't provide u with the info and gives u lame excuses or say u r not satisfied with the reply, u can fill another RTI application. There are a total of 3 RTI applications at most that u need to fill and the applications are reviewed at successively higher levels. RTI success rates have been pretty significant, its just that neither ppl know abt it nor they want to exercise it. As it has become a habit, give a few bucks more is always easy than writing an application and fighting for ur case.
POLITICAL SYSTEM IS PREDOMINANT IN THIS COUNTRY THAT IT OVERTAKES ALL OTHER SUCH BENEFITS. IN EVERY STATE LOCAL POLITICIANS ARE SO POWERFUL AND ALSO OF MAFIA TYPE THEY CAN PREVENT AND EVEN ELIMINATE U IF U ASK INCONVENIENT QUESTIONS. JUDICIARY WILL LOOK AT SUCH CASES AFTER 30-40 YEARS WHICH WILL BE HANDLED BY GRANDSON THEN. UNLESS THERE IS AN INDEPENDENT BODY TO TALK TASK ON CORRUPT AND UNSCRUPULOUS AND UNDULY RICH POLITICIANS THE COUNTRY WOULD NEVER BECOME DEMOCRATIC IN TRUE SENSE OF THE TERM. PRESENT TAXATION POLICIES ARE SUCH NO ONE CAN EVER HAVE LEGAL TAX-PAID MONEY, ONLY MONEY THAT CAN BE EARNED IS THRO' ILLEGAL MEANS.

Judiciary in case of RTI has to give a decision within 30 days and at most a RTI decsion comes within 90 days period. There's a whole lot to RTI which neither common ppl nor the one in govt machinery understand. You talk of independent body, the Cheif Information Commissioner is typically that. The power of RTI can be realized only if it is applied, one cant expect miracles to happen by themselves, give it a chance and u wont b disappointed :)

I have seen cases where CPIO gives deliberately irrelevant information within time limit because he knows that he can not be penalised for giving irrelevant information. He is only penalised when he delay the information from stipulated period of 30 days. By giving irrelevant information, he gets free trip to New Delhi with summon from CIC
Step 1 is RTI & Now its time for Legal dept. to pull up their socks & ensure the Justice to the people are not delayed. People take the advantage of delayed justice & inefficiency in the lower court. The Court should legitimately ask govt. to provide the requisite facilities, & appointment of Judges so the Justice is not delayed. Then only you would acheive real swaraj.

I think, apart from the information regarding RTI,Rediff should also highlight the examples where RTI has made difference. Some cases where RTI has brought about a change in the society and got rid of corruption which was rampant before RTI was implemented. This was make a huge difference as people understand and inspire more by examples rather than raw information.
