Dear Mr Goel

First of all its RTI and not RTC. As far as covering one's misdeeds in the name of state's vital security is concerned, RTI process is much robust and stronger than that.
An Information Commissioner sits on top of any concerned authority from which u have asked for information, in case that authority doesn't provide u with the info and gives u lame excuses or say u r not satisfied with the reply, u can fill another RTI application. There are a total of 3 RTI applications at most that u need to fill and the applications are reviewed at successively higher levels.
RTI success rates have been pretty significant, its just that neither ppl know abt it nor they want to exercise it. As it has become a habit, give a few bucks more is always easy than writing an application and fighting for ur case.
