I think various types of social scheme are running in maharastra, one of them is N.S.S.(National service scheme). some days before when flood had comes in sangli distrist,a that time N.S.S. Volentiers of all colleges of pune had gone and helping the people as much as possible.same as we can work in mumbai .for this we have to incraze the students of colleges, schools, and people of government job.And government should also be consus for this.
I think that the disaster management system is a total failure. The BMC and other Government bodies have nothing to do other than blaming each other. There are instances when commities have been formed for such issues but no outputs are visible so far. I urge the CM to take a look at his rotten system and do something which might help us. Forget about transformation of Mumbai to Shanghai. The Government should think about these primary security measures(I hope that you read this message Mr. CM).
It does matter a lot that Mumbai should have a disater plan. Assuming that it does, itis the duty of the Administration and/orthe Disaster Management Committee to make it known to the public at large, who are actually the ones who have to face the brunt and take the beating each time a disaster occurs. Nowthat the monsoons are over or atleast it appears to have ended, this Disaster Management Plan be putout to the public for scrutiny. There will be valuable inputs from the experience of 26/7. This can be taken into consideration and modifications etc can be done well in time before the next season. By April 15, 2006, this final plan for the coming monsoon should be in place for implementation as and when required. Disasters can occur in many ways, what about an earthquake of a severe magnitude? It will spell catastrophic damage more than what we can even begin to imagine. Wake up gentlemen and do not wait for the next monsoon to be at the door step and then pull out the plans from moth balls!!
Infact None of the cities in india seems to have a diaster plan.
The follow-up activities from disaster to normalcy is also not in plan. nor there is a wing dedicated to it. (rather it would be recovery and implementation wing.)
If there was a disaster and recovery terminology then, there would have been a precaution system working right in the planning system.
when fire strikes, none of Government sector have ways to prevent them. Infact they just leave all important documents to be engulfed by fire. There is a huge list for evidence.
Same for accidents caused by flooding., rail accidents, road accidents, landslides., earthquake or sea invasion, or for anything. wild animals invasion.. whatever the case.. its not just there in india..
A catostrophe of the kind that hit Mumbai on 26/7 is once in a long while happening which put almost all infrastructural systems out of place. Furthermore, it's not new to prepare such magnanimous disaster management plans every time a tragedy of the kind that hit Mumbai takes place. Are those plans part of the national archives and how many times were dummy runs made to face a situation like this. It would be fool-hardy to believe that the plan would be a winner unless they are actually field tested. Also required are mini disaster plans for tragedies on a much smaller scale which also cost human lives. And all these exercises have to be replicated in every nook & corner of India for their is life all around/.
Gujarat has gone much ahead in Disaster Management, as disaster is regular part of Gujarat. Maharashtra should not keep any allergy for Narendra Modi. It sholud atleast view tt with open mindesness. Recently a delegation from Iran & Shrilanka visited Gujarat to study their disaster management activity.
