Does Mumbai have a disaster plan

Infact None of the cities in india seems to have a diaster plan.
The follow-up activities from disaster to normalcy is also not in plan. nor there is a wing dedicated to it. (rather it would be recovery and implementation wing.)
If there was a disaster and recovery terminology then, there would have been a precaution system working right in the planning system.
when fire strikes, none of Government sector have ways to prevent them. Infact they just leave all important documents to be engulfed by fire. There is a huge list for evidence.
Same for accidents caused by flooding., rail accidents, road accidents, landslides., earthquake or sea invasion, or for anything. wild animals invasion.. whatever the case.. its not just there in india..
