I am working in an autonomous body which comes under Ministry of Commerce & Industry. Here, I am working as a junior steno. But my job profile is same as a Personal Assistant. For junio steno post, One has to clear the speed test of 80 w.p.m and for P.A. it is 100 W.P.M. But when you start working with your boss, this speed difference doesn't exist. Besides short-hand speed, there are many other jobs which are supposed to be done by a P.A., but I being a jr. steno has to do it all. This is not the case with me only but with many people in many offices. My basic pay is 4000 and a P.A's basic pay is 5500, which is a big difference. So my request is that all the stenoes should be given an opportunity to give the speed test of 100 W.P.M and those who are able to clear it, should be given the pay scale of P.A.
Sir, I want to draw your kind attention for the following postints 1- the work of Steno Grade C and D is same. 2- Now a days every one Either Officer ro employees all the familier to computer and they operate and type very well So My opinion is that the post of C and D is to be merge in Assistnat and UDC after taking examinations.
Dear Sir There is a great descrimation in providing medical facities to pensioners in CGHS areas and in non CGHS areas. Even If a pensioner has paid life time subscription to CGHS and stays at his permanent address in a non CGHS ares he has no means of availing CASH LESS madical facities. The central Govt should address this issue through the pay commission. Medical treatment both out patient and in patient treatment should be CASH LESS and should be available in any part of our country by showing the CGHS cards which are valid in all CGHS areas without the paper formalities of approaching for transfer from where the card were originally issued.ALL cghs cards should be up loaded and availble on the WEB for easy access by Doctors, dispensaries, recognised privates hospital in all places in India, etc. When Bank accounts can be accessed anywhere in India even if the accounts are opened in any part of india why cant the manual CGHS cards be replaced by SMART CARDS for access in any part of INDIA. We are now a HIGH TECH country and we should also work in a HIgh TECH manner to provide easy and efficient medical facilities to all central government pensioners anywhere in the country without discrimination in all parts of the country in a CASH LESS manner using CGHS SMART CARDS. The following actions are suggested 1) The sixth pay commision should recommend CASH LESS medical facities in all parts of india for central govt pensioners 2) CGHS be directed to Issue SMART CARDS for all pensioners valid through out india 3) There should be no paper work for taking permission to transfer or obtain prior permission while moving to different cities by the pensioner through CGHS offices from where the cards were originally issued 4) pensioners are not bound to stay in one place they would be moving around in different places post retirement hence the system should be flexible to take care of this eventuality I hope the sixth pay commision,DOPT , Ministry OF health will take the above suggestions seriously and implement the same in a speedy manner PL Pass on this Message to The Prime Minister. Heath Minister, ALL CGHS Authorities/ Chairman and Members of the SIXTH Pay Commision for implementation Thanking You Y Bhaskar RAo email id ybhaskar23@yahoo.co.in
sir, i am central gov employee. sir in this pay commission the basic pay should notr have this much difference between officers and clerk. pay should increase but keeping consideration of all the requirements and expenses of the normal public. by increasing the salary of a group officers much u r not giving pressure of government economy u r incresing discrimination betwwn officers and workers. so mentalling gets changes and it affects the work culture. the salary should be incresed but the the diffrence should not be much. altimetly lower class face the problem of all. so pse do sume clean judgement and pass a even bill for all. thanks
The decision to constitute the Sixth Pay Commission (SPC) for central government employees has set off alarm bells in many places. The alarmist view is that the SPC will deal a severe blow to public finances of the sort dealt by the Fifth Pay Commission (FPC).
These fears are exaggerated. First, it is not true that it was the FPC that devastated public finances. Out of the increase in the combined fiscal deficit of the Centre and the states of about 3.5 percentage points in the nineties, the FPC award accounted for only one percentage point. Tax reductions and increase in interest rates did most of the damage. (Pinto and Zahir, EPW, March 6, 2004).
Secondly, the SPC promises to be even less of an ogre. Interest rates are lower today. Tax revenues are buoyant. Not least, the workforce in state governments has shrunk over the years. According to the Twelfth Finance Commission (TFC), employee strength in the states fell from 8.1 million in 1997 to 6.7 million in 2003 %u2014 a decline of 17% over six years.
This vital fact seems to have escaped those who have been screaming their heads off about governments accepting the fifth pay commission recommendation on pay hikes while ignoring its recommendation on workforce reduction of 3% per annum. Thanks to the decline in workforce, salaries as a proportion of expenditure (excluding interest and pension) fell from the peak of 41.3% in 1999-00 to 37.3% in 2002-03, about the same level as in 1997-98.
There is good news on pension payments too. Pension as a proportion of GDP in the states rose from 0.72% in 1996-97 to 1.24% in 2000-01%u2014 and it stayed at that level for the next two years. Since 2004, there has been a switch from defined benefit to defined contribution payments. Along with the decline in work force in states, this should cause pension payments to trend downwards over time.
We do not have current data on the workforce at the Centre. But the trends in pay and allowances are altogether reassuring (see the accompanying table). Pay and allowances in 2004-05 fell off their peaks of 1997-98 and 1998-99 and indeed were lower than before the FPC award. In the face of these improvements, it is hard to argue that governments at the Centre or the states do not have the capacity to pay more.
Government has been extending ACP after 12 years of service. But most of the central government departments have upgraded the basic pay (ex. from 4000 to 4500) and implementing ACP 12 years. But few organisations neither extending upgraded scales nor giving 8 years upward movement. To remove anomaly first government should consider 8 years upward movement to employees
Sir, The Engineers especially Computers and Electronics engineers should get at least a starting scale of Rs.8000 onwards. All engineers are paid much more in Public sectors/Private sectors.Like BSNL pays around 9750/- starting for BE Electronics. If attention is not given to this, one day will come when no Engineer would want to join Govt. and there are increased chances of brain drain from our country. Please consider paying higher scales to Engineers.Even doctors are getting so good scales. Why not engineers,Please.

Sir, I am a soldier serving in Armed forces since last 17 yrs. Don't you think the soldier's at lower ranks are getting payment to full their family's stomach only. They can't afford good studies for their children's, they can't afford money to leave a high standard in their life. A soldier's who has served for 17 yrs and married, having two children's is getting a basic of Rs 4320/-. Where as a higher rank who have a one month of service is getting a basic payment of more than Rs 9000/-. I even can't understand why their is difference in payment of various risk allowance (from Rs 3000 to Rs 7000) for a same area/place/department between the ranks. It is understood that basic may be seprate but why the risk allowances. When they all are exposed to same risk. Not only here but for other civil central employees there average baisc begins from 3000 to maximum 40000/-. Don't you feel this is a big and huge payment difference structure. A rich will become rich only and poorer becomes poorer only. Today's soldier's are equipped with better equipment. Today they are highly qualified, have good and sound knowledge then the past, they have to work in the extrem adverse conditions/climate staying away from their families for almost 10 months in a year. So think all these points prior to fixing this pay commission
