medical facilities for pensioners in non CGHS areas

Dear Sir
There is a great descrimation in providing medical facities to pensioners in CGHS areas and in non CGHS areas. Even If a pensioner has paid life time subscription to CGHS and stays at his permanent address in a non CGHS ares he has no means of availing CASH LESS madical facities. The central Govt should address this issue through the pay commission. Medical treatment both out patient and in patient treatment should be CASH LESS and should be available in any part of our country by showing the CGHS cards which are valid in all CGHS areas
without the paper formalities of approaching for transfer from where the card were originally issued.ALL cghs cards should be up loaded and availble on the WEB for easy access by Doctors, dispensaries, recognised privates hospital in all places in India,etc. When Bank accounts can be accessed anywhere in India even if the accounts are opened in any part of india why
cant the manual CGHS cards be replaced by SMART CARDS for access in any part of INDIA. We are now a HIGH TECH country and we should also work in a HIgh TECH manner to provide easy and efficient medical facilities to all central government pensioners anywhere in the country without discrimination in all parts of the country in a CASH LESS manner using CGHS SMART CARDS.
The following actions are suggested
1) The sixth pay commision should recommend CASH LESS medical facities in all parts of india for central govt pensioners
2) CGHS be directed to Issue SMART CARDS for all pensioners valid through out india
3) There should be no paper work for taking permission to transfer or obtain prior permission while moving to different cities by the pensioner through CGHS offices from where the cards were originally issued
4) pensioners are not bound to stay in one place they would be moving around in different places post retirement hence the system should be flexible to take care of this eventuality
I hope the sixth pay commision,DOPT , Ministry OF health will take the above suggestions seriously and implement the same in a speedy manner
