Agreed IIT is a great brand but by having Quotas and reserved seats in IIT's how can the brand be re- inforced ? Having seats outside the Merit criteria and with making it in one another Govt Quota and percentage depreciated institution , the efforts may go futile.
The only thing expected from I.I.Tians is more strain on the Indian tax-payers money to serve outside interests and the only benificaries are I.I.T's . Gov should concentrate on improving other engg (govt and private) colleges somewhat like the U.S model where the top 100 colleges meet the basic requirements of infrastructure, staff, and most important constructive research. They could use a common exam on the grounds of J.E.E to see to it that quality of students does not suffer.
Commendable vision and effort, except for one small fly in the ointment - swadeshi Indians don't like videshi Indians 'telling them' what to do(it's OK for White folks though) - it's like a real put-down to them. Call men sceptical, but even with all their knowledge, the local netas and powers-tha-be will not allow these outsiders to meddle in their 'affairs' and especailly in their areas of influence, which incidentally, is the places most in need of their expertise.
