You can hold your breath till blue in the face, but any reform strategy would be in the form of "a white paper", which will take at least a decade and end up in some netas file cabinet gathering dust, never to see the light of day - typical reform strategy in thid land of do-nothing netas and babus but talk. Imagine Chennai and Kolkatta having perennial water shortages - cities which are waterlogged for much of the year - what does that say about "water management" or any kind of resource management for that matter.
I always thought that the only sensible alternative to drawing water from aquifiers was desalination. There is, however, another significant resource. Humidity in the atmosphere. Systems currently available in Chennai convert humidity to WHO level approved drinking water - as much as 28 liters a day. I think an investment in a larger system can help provide for all needs in an apartment complex - without tapping into ground water at all.
