You can hold your breath till blue in the face, but any reform strategy would be in the form of "a white paper", which will take at least a decade and end up in some netas file cabinet gathering dust, never to see the light of day - typical reform strategy in thid land of do-nothing netas and babus but talk. Imagine Chennai and Kolkatta having perennial water shortages - cities which are waterlogged for much of the year - what does that say about "water management" or any kind of resource management for that matter.
