Mumbai was successful before mass migration, this showed that Marathis with few outsiders can do well. I agree every place needs a few outsiders because of skill shortage. For example, US gives H1B visa for this. But no country or area is willing to overhaul the culture and security to allow every Tom, Dick and Harry in. Its not Tom and Harry that we are worried about. Its Dick. There is a high incidence of rape and other crime in MH due to certain outsiders.

If there is a law and order problem, its the police and local administration to be blamed. Its the law enforcement to be blamed rather than attacking every non-marathi. So, you mean to say all marathi men are mahatma and non-marathi are the ones to unleash hooliganism?

On what basis have you arrived at the conclusion that the law and order problem in Mahrashtra is due to the outsiders? It could very well be the case that there are crime figures are equally distributed among all communities.
I will agree that it could have been the case that crime was less about 30 years ago but that is not because of less outsiders but because the disparity between the rich and poor was not as much as it is today. It has been shown with substantial evidence in the western world that crime is directly proportional to the disparity between rich and poor.
