Mumbai was successful before mass migration, this showed that Marathis with few outsiders can do well. I agree every place needs a few outsiders because of skill shortage. For example, US gives H1B visa for this. But no country or area is willing to overhaul the culture and security to allow every Tom, Dick and Harry in. Its not Tom and Harry that we are worried about.
