Abiding national interest

Please define abiding interest. Please let me know how the actions of bureaucrats and political leaders could be tested for compliance with the 'abiding national interests'. Please let me know if actions and doers that are not compliant with abiding national interest will be dealt with by the law. Or, are both the law and abiding national interests merely hypothetical things.

Its simple

Political interests = selfish motives
National interests = something that citizens need but politicians dont care about
Abiding national interest = anything of supreme importance to the nation that politicians love to screw with
Law = a mute spectator to political shenanigans

In the Indian context all the above terms are not hypothetical entities but reality.
