Why do we have to beg to US.

Why we have to beg to US or for that reason to anybody. We have the best brain available in the country who are second to none. Why do not we work more on the reactor developed by our dear scientists for which we have enormous amount of thorium, than begging in front of anybody else.

We cannot be dictated by anybody. We are INDIA. Jai Hind.

Yes, We do not have to do any thing for the official status of 'Nuclear Power'. We just wanted some detterrent and we got it. Perhaps it is Congress(I) (Read: I for Italy)'s unofficial policy to bend before US for everything. Can't we strive and thrive in this area (Nuclear Technology: Know-how - spare parts - fuel)?

Because Most of the Best Indain Brains have been migrated to USA , as India cant provide them adequate resources for development & money they want. Still , some which are left here , doesnt get opprtunity to work or sidlined by Politics.

It is not correct to assume that the best brains are migrating to US. Only a small fraction of the best brains are leaving India; an overwhelming majority of great brains are right here in India. But, they are languishing under an inefficient system, unable to display their potential. For example, take the nuclear reserach establishment (or any other government controlled research organization). There is no recognition or incentive for merit, leadership, hardwork or ingenuity. Everything runs according to seniority or loyalty to the boss. Even the brains like Einsten can not achieve anything under such oppressive environment.

If you want India to stop begging US or any other country for technology, then get rid of the current system of goverment run research organizations (DRDL, GTRE, ADA, ADE, HAL and a zillion other organizations like them). Privatize research and development, be it nuclear or aircraft (eg. LCA) or battle tanks or spacecraft. The government should fund competitive private research on a mission basis with clearly outlined deliverables. These private organizations will then hire the best Indian brains, give them everything they need (both resources and incentives) to accomplish the goals. Under such a model, I don't think India will need any more than 10 - 20 years to become a high tech giant and can start selling technology to other countries, be it nuclear power, alternative energy, space or defense.

But as long as research and development is viewed and run as another "babu fiefdom", India will continue to beg the west for technology and other things.

I differ on the subject of undertaking research. The principle that the Govt must undertake research is basically right when it concerns such things as public works, defence and the exploitation of scarce national resources.
The problem is in the manner in which we undertake research.
We form huge laboratories as permanently standing structures and a staff that is underutilised and idle.
The US has been the torch bearer in Scientific Research and there are cross disciplinary teams working in close coordination and bringing their developed domain focus on the project.The team leader is mission driven and ensures budgetary support for the project.We need to follow this model. Perhaps, we may be following this model in some cases as the PARAM and the Missile Development programmes show. But in most cases, the Govt simply offloads the project to some Lab and is content with providing funds.
Perhaps outside peer review may need to be encouraged but then there is excessive secrecy in defence projects that prevents it, and so we continue to work on these projects with a highly expansive time scale.
In some cases the excessive time taken negates all benefits of indigenous research.We have not been successful in generating sufficient nuclear power for our country although we could detonate a peaceful nuclear explosion as way back in 1974.

Very well said Ravi. We all know how DRDL GTRE etc have over years became rehabilitation centres and delivering less to the society compared to the share they take from tax money.
