India should not accept the demand which will put us so dependable to others.
1) I consider Reprocessing rights of spent fuel & its reuse without any further payment is more critical factor than N-Test issue. Once, we allow the N-Commerce results in sizeable number of reactors, we will have no other option to abide whatever US & Co say for fuel to run N-Reactor. Let them see the advantage we offer interms of business & IAEA control over our civilian reactor. Main mantra is "Don't forget Tarapur issue & Don't rush".
2) Second part is, Return Clause which is guided by supreme national interest of US & India.It is not necessarily only with N-Test issue but also they could apply pressure tactics to control our Space/ICBM missile programme. Our defense policy is guided by the prevailing security surround us. If China & Pakistan tests N-Bomb, we may also need to do. If it just affects future N-Commerce cooperation, it is fine; But fuel supply guarantee should be of life time for installed reactors. There is some vocabulary change in the agreement that if US ends cooperation, it should not affect other country dealing with India. We should realize that other countries will simply toe the US line in this matter. So, We need to clearly define the boundary without ambiguity & without affecting once installed N-Reactors till its lifetime.
3) I feel that it is high time to involve well classified private industry as joint-venture under DAE/CAG surveillance inorder to advance

Yes, India can sign NPT as a N-have nation. The US led neo-colonials want India to sign NPT and give up all N-weapons, so that they can have 'free control' over the whole world for eternity. Well India will make them lose control and establish equitible International law.

Yes, anti-Colonial India stood by all third world nations then. It was aware how Britian had become a 'dummy' member in SC, and how Taiwan 'represented' China in SC. India was aware of the real need for stable consodilation of international law. Wait till India puts 'meter down' on N-deal!

While the N-deal talks were going on, India made a statement opposing military action on Iran and also opposing even any economic sanctions. The message ought to have been clear on the outcome even then. If US does not play by rules, there is adequate Indian deterrance to make it comply.

In life/economics, when you chase something it will elude. U stop run first & raise the level of inner strength & they will sure come at you. My simple solution is that instead of wasting time on this negotiation, just openup N-Sector to private sector Tata, Reliance, Infosys/Wipro with some level knowledge sharing & strict surveillance of external domestic agency. We can lead the world in this sector; Man don't forget we are the mind of 1 billion; if you give opportunity, they will excel.
