In life/economics, when you chase something it will elude. U stop run first & raise the level of inner strength & they will sure come at you. My simple solution is that instead of wasting time on this negotiation, just openup N-Sector to private sector Tata, Reliance, Infosys/Wipro with some level knowledge sharing & strict surveillance of external domestic agency. We can lead the world in this sector; Man don't forget we are the mind of 1 billion; if you give opportunity, they will excel.
