How can she say this!!! By that time pakistan was not nuclear capable. Please correct me if I'm missing something.

But this is true that she also had supported terrorism in India.

I'm talking about this line in the article.
"Thirdly, she deliberately increased tension levels and then threatened India with a pre-emptive nuclear strike."

Who says pakistan was not nuclear capable at that time? you are confused with nuclear testing with nuclear capability. Both India and Pakistan had nuclear capability during Bhuttos time. Explotion was just advertising the world that they are nuclear power. In fact India was capable in 60s itself and pakistan in late 70s or early 80s.
