singhji Who says pakistan was not nuclear capable at that time? you are confused with nuclear testing with nuclear capability. Both India and Pakistan had nuclear capability during Bhuttos time. Explotion was just advertising the world that they are nuclear power. In fact India was capable in 60s itself and pakistan in late 70s or early 80s.
