The Biggest Question we must ask ourselves, is as to whether we have the capacity to produce enough energy for our requirements of year 2012 and beyond, for which we have to plan today. The Fast Breeder Technology, FBT, the indigenous one, is still at an experimental stage and bringing that to a commercial stage might take at least 10 years or beyond. We shall start with one commercial reactor first and may be by 2025 we may be able to build a couple more. No doubt, the FBT way is most suitable one in Indian Context. But banking on this will not make any good sense.

Secondly, India is facing a stringent embargo from all over and we have to live with it for ever. This Agreement may imply to ease that a little bit. Otherwise back to square one. No problem. By not signing, are we getting a better deal from the international community?

Both the parties are committing certain things on signing the Agreement. Why should we be so much vocal about the parties not adhering to those?

I have glanced through the Text and I do not think there is any thing that can stop us from continuing our effort on FBT, Nuclear Test or any other thing that we wish to do.

This is like my signing Papers for a Bank Loan. There, I can not dictate my terms and force the Bank to change the terms. Each of us know that the terms they ask us to sign, in all probability on dotted lines, are very much one sided, to the verge of derogatory, and are very much bias towards the Bank. Our top Nuclear Scientists are the ones who are aware of the country\'s capability in nuclear field, in terms of raw material, processing techneques and end use capabilities vis a vis a time frame. Our master economist and zealous PM has probably become restless at the pace and realities, and wants a quick shortcut. God forbid he makes any mistakes as did our beloved Jawahar in perpetuating LOC and related problems of J&K to two generations of the country. The country should not be subjected to certain types of economic shackles for future, and the drops of foreign exchange accumulated by dignified dint of our educated youth should not be frittered away in suspicious deals.

I would only add that the nuclear energy we are seeking to build with our own money will constitute only a small portion of the total energy requirement of the next decade and beyond. And at the time, we shall be having depleated coal reserve and no major Dam to build. The very scientists you are banking upon are not sure as to when we would be able to finish the 'experiment' on the Fast Breeder Technology. And without this deal, we will be far away from reality.

Now we have 4 hours of Power cut in rural India (50% of which has not seen electricity, even today. In 2017, we shall have 18 hours power cut in each city, every day of the year. Are we preparing for that? Will you be

....e done that on their own terms and had got away with that? Let us take this agreement as somewhat with similar background.

All said and done, US is not a good Party to blindly believe on. We must, from very beginning, draw the minimum possible from the agreement and stay as indipendent as we have been since decades. And push on over what we are able at. Let us take the loan and build our house and pay back as soon as possible.
