I slightly defer with him in few points: 1. You can not negotiate with oil countries and at the same time be a part of the buyer's cartel.It is not easy to burgain from oil producing countries now a days for a no. of reasons. Example- Iran, how it deviated from the pre-negotiated price level with India wrt Iran-Pak-India gas pipeline. However, a hard try can be done. If unsuccessful, make a buyer's cartel- including exorbitant price of food-stuff, clothings and other essentials to oil producing countries in one way and cartailing home demand on the other in the sector which are less growth oriented. 2. Cartailing demand on relatively less producing sectors include restrict govt. vehicles, promote public transport systems, imposition of cess on new buys is a good suggestion, give incentives to industries using alternate source of energy. 3. Use of Renewable source of energies and promote them. Use of such energy in India is very scanty. Wind and sun are two sources that we can look at. God give some good wisdom to Red to consent on 123 agreement for extensive use of atomic energy from meagre nothing now (1%)> But all these infrastructure will not give you result immediately. Even If sincerely started,we have to wait for 10 years. 3. Many govt sectors and PSUs offer car loan and also reimburse petrol prices. Moratorium for this may be a good act because petrol prices used by the employee is indirectly a burden to Govt. This is a time when people have to show patriotism.On

Why does the middle class and the so called car owner has to suffer?
what does the writer mean tax the car owner since they can afford a car? nonsense...tax the car owner to make good roads or reduce pollution or fund public transport projects...u cant damned tax the car owner additionally(over the high income tax and service tax) for funding the loan waiver etc.!!?
u give me effcient public transport, i'll gift my car to u

Exactly I will gift my car too, if I have public transport comparable to Japan & Europe. While I had to own a car in US when I was there I didn't buy one when I was Japan. With these kind of ideas from IAS officers like Raghavan it is no wonder the Petrol prices and taxation regime in India is in such a BAD shape... wake up from Raj period officer
