I had applied for a passport 5-6 years back when things were "in the process of being liberalised". The detective from the police station came twice to my house but could not contact me at all. Finally, when I went to the Police Station thinking that I wll have to pay some bribe to the official, it took only 5 mins the detective to clear my case and that too without any money !!! So I would not brand everyone as corrupt as the author seems to be inferring. We are not as screwed as it has been portraied, there is some hope. I believe India is going to change for the better....Jai Hind...Vijay S
For my new born daughter, I had to Visit India, in middle of the project, just to sign the Paper in front of the concerned officer who did not cleared it even though its written clearly on form, "to be signed by either of parent". Then the Detective came and as my wife was alone at that time, she asked him to wait till she call neighbor. and he just left with out doing inquiry, took another 20 day to get and prepare him to do the inquiry and off-course need to make him "happy" and he still took another 15 days to return the file to head quarter.

Don't agree with Vijay. Maybe there is one honest official for 100 corrupt ones. It is your luck if you manage to get the honest one, but normally fate takes you to the unscrupulous ones.
