Simple...After the scrapping of POTA, Guj & Rajastha have asked for Terrorist Control Act to the Central Govt. Still, the Union govt has not approved for this act. So, they cannot do it.
Whereas for AP, Maharashtra, the union Govt has approved for this act. So, they are blamed.
