This is a typical supplier's agreement where a supplier of a product / service / technology tells the buyer to abide by certain conditions failing which he will stop the supply. Perfectly fine! Some day if India feels they need to test, they can decide what to do about the Uranium supply from the NSG countries. Some day if India is able to build enough Thorium based plants, it can always walk away from this deal. Good sense on part of MMS.
