civilian policing

It is easy to blame state or central govt, police or intelligent system. First we should understand it is difficult to minitor or corner terrorists in a 1 billion population country only by police and intelligent forces. Lots of civilian activity to be taken place where police and civil bodies to have hand an glove relation. It is easy to form such bodies in villages as village dwellers know those who enter the village and move around suspeciously. It is possible in cities also provided apartment societies and land lords of individual houses to have continuous eye on their tenants and visitors. Civilian policing is effective in some part of the cities where burglary has increased. Lots of awareness to be created among civilians. Govt shall tie up with NGOs for this purpose. Again let me plead.. Pls dont blame the system or a particular community. Govt is not so rich to deploy thousands of vigil fellows just for the sake of identifying terrorists or terrorist activities. WE ALL SHOULD JOIN TOGETHER... AND THAT IS THE NEED OF THE HOUR
