Exceptions make the rule, is what our human rights activists believe.So we have no stringent law to tackle and convict terrorists properly. That, coupled with the Congress govt's absolute spinelessness, can allow any terrorist to swaggger around confidently. I would be glad if the Parliament blasts had claimed atleast one politician.
