Indian police cannot think beyond its beat.

They are not trained to think strategically.
One thing is certain, the 'doers' here are ordinary foot soldiers. Someone delivers bombs to them with an instruction to plant them localy. Serach for these guys. They are very much around. Try to peneterate into their mind.
