Only opposing

Rulers of Bengal do not have expirence in doing anything positive or good. Informing about Birdflu did not involve opposing anything, or conducting rally... this was not of importance to them. They thought they have got nothing to do with it.
Also the word CHINA does not appear anywere near Birdflu.. so it was ignored...
