QUESTION:
"What is Jazia as per Islam. Is it justifiable"

ANSWER:
KNOW ABOUT JIZIYA...
JIZIYA is the Tax Payed by Un-Beleivers in countries adopting Islamic Law...Many people think that the Jiziya is a Heavy Tax imposed on Non-beleivers of Islam. But kindly note that it is more compulsory for Muslims to pay a Tax..
The Fourth Pillar of Islam is ZAKAATH, it is also called Charity for the Poor. According to Shariat Law, it is mandatory for every Muslim to pay 2.5 % of his savings and Property for the Poor.. Which means if I have 100 acres, I have to give 2.5 acres as Charity...
Since the Muslims have to Pay ZAKAAT, Jiziya is exempted for them.. For Un-beleivers Jiziya Tax is collected.. It is no different from the Normal Tax system...
The only reason why Muslims don't pay Jiziya Tax is they are supposed to pay Zakaat, which is the responsibility of every beleiver..
Hope it clarifies... Jiziya...
