The problem is that, US has imposed sanctions on India. To maintain good relations with US, neither France nor Russia can move forward to ally with India in terms of nuclear cooperation. Thus its imperative that we have to break those sanctions with US and then move forward with France and Russia in terms of importing technology and nuclear fuel.
