Here is the trick. MUSLIMS don't fight election directly UNLESS it is their dominated seat. If they fight directly, there is a chance that out of 80%, 40% Majority population unite against Muslim. So, major candidates are Hindu, they fight among thhemselves, have hindu votes distributed, then comes the decider , "MUSLIM vote bank".
So even muslims have less representation in parliament, they control it in the name of secularism. Except 1-2 parties, all parties wants to capture the decider vote bank and for this, they can go to any extent, even submitting the country to terrorists.
