India a Testing Ground For USA

USA does not use nuclear energy for civilian purposes,but is a self proclaimed expert in it and wants India to use it with all its unknown risks and dangers.

Who is going to pay if there is another Union Carbide like catastrophe as it happened in Bhopal?
