Why just partial reservations - why not blanket reservations for everyone - all one billion-plus? This way, no one can ever complain of being discriminated against, not even the millions of illegals brought over illegally by the crooked, corrupt Congress and their Commie allies to bulk-up their vote banks. And with a blanket reservations, even the SC would be hard-pressed to find fault with reservations as a govt policy.
