Yes you're right ofcourse, but there should always be plan B and C and D if Uranium imprt is unjustly denied by NSG. Sorry but ncreasing high value civilian assets, reactors and nation in general, really need military protection by Indian defence. Double standard is done by NSG since 70's who treat China as responsible nation while it is known proliferator, but sanction India (advanced nuclear weapons state since decades) while it is very responsible and has never proliferated.
