This is a foolish idea.First government should improve the standard of education.Our education system is around 20 years back.Do we want all students to become an IT professional.We don't have even good building for running schools.Students from the rural area don't have electricity in their home what they will do with the laptop.I think giving a laptop in the early stages of their carrier development will kill their creativity.
