In US, aliens only get jobs in the fields where American resourses are less, i.e. IT. As for as HR people are concerned I think there is no lack of HR people. As for as USCIS is concerned they are very picky about giving H1 visas for people other than IT resourses. I am not discouraging you but it is little difficult than IT people.
