The author mentions " Many Indians live under a comfortable, though wrong notion, that education is not a 'commercial' service and cannot be regulated as such." I do not think that those who choose Pvt schools live with this wrong notion. Those that send their children do so because they are too poor to afford the expenses of a private school. Regulated or unregulated is another story. The Indian Govt is a strange ccreature. It mouths platitudes aplenty, it prefers to do nothing on the ground, but tries to regulate and control everything in the name of the poor. Anything that the citizen chooses to do in education is to be regulated whether it is legal or illegal. The currency of this regulation is money. Witness the manner in which our higher education is being regulated. More seats, more IITs, More NITs, more IIMs, more Mgmt colleges, and more and more quotas of all kinds followed by more rules, more approvals and what's more; more inspections. The combination is heady. More rent seeking devices and more taxes to support them. The poor get nothing, and no one gets anything genuine. Spurious education and still spurious degrees. People pay either way- all the way. The politicians and the bureaucrats run this industry untrammeled all in the name of the poor of India!!
Most of the rot / problems in India can be traced to the omissions of the Congress Party which ruled free India for the first 50 years in Delhi and in almost all states. 1) Congress party has been more "elitist" than people realise. Their heart was NEVER into genuine socialism - a point Jayaprakash Narain and Rajaji - from different parts of the political spectrum made in the 1960s. 2) Congress never paid serious attention to running a good education sector at the elementary and secondary levels. 3) Now, the UPA is out to destroy the quality of private education also. "Our govt., schools even the poorest laugh at BUT we the UPA govt., will make sure that everyone will laugh at your private schools also." 4) Congress, and its allies like the DMK, have ensured that MERIT as a principle of human endeavour is ERADICATED from India's educational system and also government services. CASTE IS THE ONLY REALITY IN INDIA for Congress, DMK, SP, RJD (Yadav parties!!) and the Commies.
Congress has adopted a "dog in the manger" attitude over education. No wonder, more and more students from India are going abroad. That number will increase in the coming years. Why? Because IITs and IIMs will lose out due to all the "vote bank" politicking by the Congress. Even for first degree Indian students will have to go abroad. But who knows, Congress may also impose a quota on the students going abroad. 27% of those have to be from OBC castes!! Fools have all the strangest of ideas.
With the appointment of Maulana Azad Indian education was hijacked and sugar coated. The fruits of that policy are now obvious. Indians are bleeding heart internationalists and have no perception of their past. I am not advocating anger, but India cannot afford to ignore its history. Its a shame how Indian kids lack any depth of Indian history..its even more shameful how brutes like Ghazni through Aurangzeb through Tipu Sultan actually pass off as heroes !
Post independence, Government of India entered in all the business where there was less responsibility and more money. Schools immediately post-independence were cheap and easy to afford.
Now, school is owned by the riches and is a tool to suck middle class blood. The kind of taxes salaried class pay, on that he pays taxes on purchase of food items, govt challans whenever targets are given to police. Basically, in India all are sucking blood of middle class.

Why do you want teachers to be non meritorious and inducted using quota? Does the govt have the balls to take atleast some action on those teachers if there is a drastic reduction of pass percentage or average marks of the students? I want my kid to get the education complete and I am forced to go to a private school ( not all ofcourse ). Whats wrong in that?
Yes. The value of education has been thrown in to the wind since most of the educational institutions are owned by politicians and their kith and kins. Government run schools, colleges and other institutions including hospitals are worst than cattle shed. Hence people fear to send their wards to even schools though it is offered free, for the staff indulge in other immoral activities with the students thereby spoiling their attitudes and their life. This is what Ambedkar has written in the constitutions for the betterment of indians. It will not be surprising if institutions are opened by underworld dons in coming years (may be few already exists. Jai Hind.

Govt and Govt aided schools recruit teachers who are not meritorious. I am from one such govt aided school from Trichy, TN. I know what happens during those class hours when teachers with no dedication teach. My tamil teacher used to be a mealy mouthed guy, often spreading hatred about any non tamil language. His view was that if every language in TN other than Tamil is banned, tamil will grow. I wonder of tamil is a coconut tree :-) The maths teacher who himself proudly says that he is into school using quota, insists students to have private tuition. While other teachers also do the same, he simply never taught any lesson complete. I understood that the education system ( especially in TN ) had inducted severe bad blood ( Teachers through quota and without dedication and teachers to earn money alone ). How would any one expect any sane parent to opt any govt / govt aided school? It is vindicated why private schools flourish.

Mr. Varghese my answer to your last few questions is that I would. I have many friends who come from so called untouchables class and I have never felt that they are anyway less capable than me. But the point that you are making is very valid. There are still significant number of bigots in our country who would not accept the truth about equality. Unfortunately, bigotism is not restricted to so called uppercast Hindus but has spread its tentacles to every strata of our society. There has been cases of conversions through coersion (I mean payment of money or kind). When an ordinary Hindu, be he an upper class or an Untouchable individual, hears of such instances he feels that his culture is under attack by the foreign forces. Moreover I would like to inform you that Indian Christians too have social stratification that the converts from the untouchables still have not been able to rid of in many geographical regions. Anyway this discussion was about the eduction and the failures of the govt policies in this regard. So I would request you to see the comments in the holistic way. I apologize to you if I have hurt your religious feelings but I would like to state that the India we all are proud of (from time immemorial to may be moghuls) did not have the missionaries to show us the light.
Govt.Run schools will never deliver.Reasons... 1.Govt.Job,Reservations,Political intervention in appointing teachers, funds looting even from mid day meals for children at different levels, 2.Once teachers get a permanent Govt.Job after paying bribe and political connection,They settle down in various unions (again political)which fight for their rights only and threaten to strike if any rule is used to make them work, most teachers after getting Govt.job employ private teachers to do their jobs at a few hunderd rupees and themselves involve in some other business to earn more and only come and sign register attandance and take pay.If you ask anything they threaten to go to union which immediatly threaten to go on strike demanding their right to do all the above mess. ALL THIS AT THE COST OF EDUCATING OUR FUTURE GENERATIONS GOD SAVE INDIA AND ITS FUTURE!!!
