It should be mandatory for all village Sarpanch, headman...whetever, to have at minimum, knowledge of all Govt programs and facilities like RTI as pre-requisite for standing for election - yes, they must pass a test, which means they MUST be literate. It should also be required that each and every single vllage have a Post Office, Panchayat Hall or Notice Board, in addition to having public access to at least one computer-terminal having internet access. This should be made an integral part of the Panchayat Raj regime.
I would like people to come forward and spread the awareness about the RTI in rural India. There are many ways in which we can do this. And the NRIs can be great help in this regard with the help of resident Indians. They can make an NGO and a call center which will help the people know about their rights. This NGO will give presentations in the villages, pamphlets, radio, TV. There are so many ways in which it can be done. and the call center will help the villagers to ask for any questions the people have in their minds. Like how to file the application, whom to approach, what needs to done next and stuff. Once people know what are their rights then they will do wonders for our country. So, I would urge NRIs to come forward and help the fellow Indians. I appreciate your helpfulness.
