RTI transformuing rural India?

It should be mandatory for all village Sarpanch, headman...whetever, to have at minimum, knowledge of all Govt programs and facilities like RTI as pre-requisite for standing for election - yes, they must pass a test, which means they MUST be literate.
It should also be required that each and every single vllage have a Post Office, Panchayat Hall or Notice Board, in addition to having public access to at least one computer-terminal having internet access. This should be made an integral part of the Panchayat Raj regime.
