I think the best thing to do is to educate the people in the country about the problems that can be caused by using the Cell Phone, But this seems to be very funny "BAN CELL PHONES UNDER 16".
what other things does our govt knows other than banning arrack, cells, sex, and polluting vehicles, polluting industries even when they cannot open one industri or college properly and maintains it and give ggod education or employment. All this because criminals and OBCs are in power

Parents will buy and give mobile to their children. In Gujarat, Class 12 students are frequently using MObiles and also driving Motorbikes to attend School or Tutions.
No one is using Helmet!!
And above all you can find people using Mobiles while driving Vehicles.
For the purpose of not offending people ( VOTE BANK), no state govt. has the balls to enfore such laws. So I think Local governance should be allowed to Discuss and implemet such laws at local level.
I have seens many accidents occuring due to NON USE OF HELMTS COUPLED WITH USE OF MOBILES WHILE DRIVING CARS OR 2 WHEELERS. ( That too by MINORS)
Any kid can buy liquor/tobacco in India, everyone knows that. These idiots waste time and money making laws but have no idea how to enforce them.
How many people have been prosecuted in India/Karnataka for selling alcohol/tobacco for minors?
A-holes like Bangarappa and Hegde gave liquor licenses to everyone and have opened liquor shops in the vicinity of schools and colleges breaking every law!
Let this uneducated education minister also ban selling chips and soda in schools just like USA!
It is compulsory for kids in some schools in Bangalore to bring Rs.20 and spend it on chips, soda and other junk on special days such as school-day/sports-day etc. (yes, Compulsory with a capital 'C'; I was shocked!)
