The best way to help is to donate money to the Local organizations in affected areas. I am sure we can find these organizations from the people living abroad who has their roots in the affected area.

Well, I have no idea about the BBC news. I am a native of Kerala, and had wanted to donate money to the Tsunami victims. But, it became known that the money is not reaching victims. The CM took the stand that he is not answerable to anyone regarding this. Though the money was collected in the name of "Tsunami fund", later it was merged with CM's relief fund. It is OK, to divert the money if there is surplus amount after distributing among the victims. But, here, that is not the case. Still, there are people living in temporary houses, when the govt. says they have helped all the needy. So, I didn't give money to the CM's fund; instead I gave it to some one, who was under treatment for cancer.

yes, never use any political intermediary when you are doing charity. there are lotsa private charities. gujarat was rehabbed at a relatively good pace after the earthquake with private organizations. you could try the charity "vanavasi kalyan ashram" for bihar and orrisa for a good bang for the buck.
I think it is not safe to donate money to the CM's or PM's relief funds. It will definitely be diverted for other purposes. One should think what happened to the crores that were donted to the CM's relief fund when Tsunami struck Kerala. Still, the people in those areas are homeless. The beneficiaries were those people who live in areas where there is no coast line. So, if some one wants to help the flood victims, it should be through some organizations like the Red Cross.
It is nice to hear that Mr.Calvin wants to help victims, I suggest Mr.Calvin to go personally and meet the victims then handover to them If possible or else find some organisations to handover.
If you want to give to State Relief Fund then i'm sure that your money goes by 90% and 10% reaches to them.

giveindia.org is a good organisation. U can donate there online. they are genuine. They have proved it earlier.
How can I donate money? I want to donate to State Relief Fund not national relief fund as it may take some time to reach the state the money is meant for, I mean Bihar.

Try your luck with the 'Government of Bihar' website. Generally they give details about the way you can remit money to Chief Minister Relief fund and way you can get Income tax benefits.
