Excellent idea to monitor the papers who do not know where the news ends and editorial starts. An increasing trend is seen in papers where scribe gets carried away with his / her beliefs and colors the news with views - be they saffron, red or green.
Yes,There's absolute need for the newspapers to be monitored by ombudsman.We see that newspapers are not neutral since they get huge amount from the private players for the advertisements.if you complain on these private players there are chances that you may be ignored.Newspapers are no more watch dogs of democracy.

The press had displayed such weakness and submission to the High Command of the Congress that it allowed the mistakes of leaders pass away freely and unnoticed and made vivisection easy by their policy... Nowadays many newspapers are indulged in yellow journalism and try unhealthy and unethical tactices and print any information without confirming or asertaining the facts behind the contents and this leads to misguiding the readers. To escape from the responsibilities many phrases like it is believed or it is learnt or from the sourses etc are used. If any news printed becomes incorrect or misguiding then therer should be some authority to decide whether this was printed inadvertantly or otherwise. and if the newspaper editor concerned should made answerable and punishable whithout the afeected person or institution going to the law of courts.In the matters of big scandles reporting the punishment should be notable and must lead the persons responsible for the act to great finantial losses.
You have referred to high number of admitted errors by foreign news papers. May I say , it is not only due to inborn morale of properioters/editors but because of higly reactive public there who go to courts at the drop of hat. Well this is good for the society in general for it keeps everybody on vigil.
What suite Hindu paper is changing their name to southern edition of people democracy or english version of deshabhimani... These are all gimmicks played by left oriented editor Ram to pacify The Hindu reader community...if any one regularly read the paper you can observe the following
-Majority of the editorials will be pro communist or atleast BJP bashing
-The letters to the editor will be chosen from same names who display solidarity with editor's opinion
-The Hindu give much mileage to things happening in Gujarat in the name of secularism but won't speak or give a deaf year to anti democratic killer politics adopted by CPM in Westbengal or Kerala
- IF CPM win panchayat elections in Kerala it is a big headline news and if BJP sweeps GUjarat muncipal elections it is a page 16 colum news
-N.Ram is a regular speaker in all pro communist functions organized by them in various names and all top notch communist leaders are regular guests in Hindu functions
