The proceedings should be digitalised.Every minute wasted,every absence of an elected member,should be recorded,and expenditure debited.They should get a leave of absence when attending to any other work.On return,they should catch up with whatever happened, and interact with their voters regularly.However,this is idyllic.They are not accountable to anyone.
The people of India pay taxes to Govt., with much sacrifices and great difficulty as the major part of the tax collection is from the middle and upper middle classes which are most hit in their survival! When the nation sees the games of these politicians playing with it by obstructing the proceedings of parliaments, strikes and bandhs etc., I dont know how Govt. remains a silent spectator at such costly games of these politicians? When a Government servant is obstructed from his normal discharge of duties and responsibilities to the nation, such roll of the obstructors attract the relevant provisions of the act concerned to prosecute such obstructionist without any hesitation! Such obstructions to proceedings of parliaments are extremely serious and the perpetrators must be immediately prosecuted under non bailable offence for a quick trial to impose stringent punitive action so that it may stand as a deterrent to any such repetitive and wasteful actions in the future! The entire losses so incurred should be scrupulously calculated and recovered from either the political party or individual or both responsible, as the case may be, to cope up the losses to the exchequer! Such persons must be barred from entry into politics at least for a period of six years!

This is quit ridiculous ... if the politicians can't solve the problem ...a at least they don't any right to waste the precious money of Indian citizen.... in my view before every session the parliament member should meet, preside over by speaker of parliament and tried to land over some census.. Media can help a lot to bring the census by bring the important issue in the limelight an legislate can be pass regarding the maximum time wastage by the any issue
In a democracy some of the protests & boycotts cannot be quatified by a simple mathematics as this.It may look wastefull on short sight but such protest are neccessary to keep the establishment on toes. It is the duty of oppostion to do so and if they fail to make the rulers see their point of view they are failing in their role. If they are not given a chance to speak in the parliament they have have every right to find any other forum to register their protests. The British could also have pleaded the same arguments of wastage of public money against the satyagraha and boycott movements of Freedom struggle. But did'nt it emanicipate us on the long run and proved beneficial to the country ?
Parliament costs taxpayers Rs.20,000 (or whatever) a minute, whether it is stalled or not. If I were an MP, and if I honestly felt that the "business" to be transacted by parliament is not good for the people, I would certainly try to stall it. Allowing the particular business to be transacted may cost the "taxpayer" immensely more than Rs.20,000 a minute in recurring and non-recurring, wasteful expenditure. For example, the OBC quota is going to cost us Rs.17,500 crores, and the returns would be virtually NIL.
