Parliament costs taxpayers Rs.20,000 (or whatever) a minute, whether it is stalled or not. If I were an MP, and if I honestly felt that the "business" to be transacted by parliament is not good for the people, I would certainly try to stall it. Allowing the particular business to be transacted may cost the "taxpayer" immensely more than Rs.20,000 a minute in recurring and non-recurring, wasteful expenditure. For example, the OBC quota is going to cost us Rs.17,500 crores, and the returns would be virtually NIL.
