I would like to complement Kanchan Gupta for a very pertinent article. Though the article begins with a attention seeking headline about the corrupt 'babus', she commendably discusses specific instances such as Saptharishi and Goswami episodes.
It is essential that the entire national bureaucratic system is not derided because of misdeeds of some individuals. On the whole, the steel frame is, in fact, the glue holding the nation, given our diversities and vested regional and local interests.
There is a need to discuss as to how greater doses of honesty and dedication are inculcated into still greater number of public servants. Highlighting the achievements of the toilers and non-seekers of publicity, could be a field where the media can serve the public. As to the shameful ranking of the country on the most corrupt list, I would need to know whether we can draw any parallel with our ranking on the worldwide percapita income scale.
Finally, certain words become degratory when used repeatedly in a perticular context. Could 'Babus' be turning out to be such a word.

India has a huge bureaucracy, whose traditions were largely built up at a different time. The volume of public service that had to be delivered then was much smaller; the political involvement in the functioning of the bureaucracy was relatively small as well. A democratic system has largely altered the scene. However, the bureaucrats have not been systematically trained for the revised expectations. In the absence of a well-designed program of reorientation, new traditions have grown based on the compulsions of the altered political system. In other words, the babus have not been enabled to deal with the new circumstances without allowing the integrity of the institution to be affected. The politicians havent helped either. They have generally tried to force their influence on what are purely bureaucratic decisions.
My point is Indias curse is largely a failure of the system, which did not install adequate hurdles between the politicians and the bureaucrats to maintain a acceptable degree of separation.
The author has stayed away from the root of controversy, the caste. We just have to note that Saptarshi began with a statement that the EC's said derogatory words about Yadav's. He was trying to use the commodity that sells.
In India, hate Brahmin campaign has supported a lot of political parties and chieftains. The babus acted important in the earlier days, but they also did some good work. Slowly but surely, the caste factor has influenced the babudom. It has led to a drastic reduction in the moral of the good babus of all castes.
Unless India finds a way to take the caste divisions head on - India will remain a divided country and will be unable to go ahead full steam. Derogatory words about Brahmins will have to have the same repurcussions as derogatory words about Yadavs. Then and only then will things improve.
So suddenly Kanchan Gupta came to know that there are corrupt IAS officers.And when?? When someone complains against BJP? What is Kanchan gupta trying to prove..Anything thats said against BJP is wrong while if the same person who are in top of EC are corrupt, they are good. We will not questions the head of constitutional authority.This principle had killed us for last 55 years..This feudalistic mind set has not given enough powers to general public to question anyone.We cant question politician,IAS officers,IPS officers and anyone holding the constitutional power!!..While Saptarishi is oppurtunistic, why Kanchan suddenly sheds crocodile tears for our democrary.Where was the article when a guy from IIT was killed for some corruption in Quadrilateral Project?..Ohh yes..At that time NDA was in power..Sorry, I forgot!!
