I think the best would be that whoever holds a PAN Card should be treated special and given rebates, this way at least the non tax payers will feel left out and who knows they may even apply for a PAN Card and start paying tax to take advantage of the benefits, in this way Govt will get more and more tax payers, and Goct should definately do their best for the Country

The taxman has miserably failed at widening the tax base. I agree with Manoj Puranik's comment just below. Our paanwalas, real estate agents, traders just don't pay the tax. Our Government is not interested in chasing them because they can't afford to chase the small fish. But someday these people will have to start paying the tax.

No tats not true and its not gud to say them useless eaters, cos, they are the one who are facing the heat of so called globalisation and open economy. And because of them only you are still getting almost everything at cheaper rate as compared alomost any nation on the planet. The day you start to tax them, you will have to shell out at 50% more to buyy smae amount of stuff. Also, governement will need to b ail them out of the state they are into now, that will need some mroe money, which in turn would come out of taxing u me and every1 else more. And those "they" are farmers and labourers of India. So, look for a set of solutions which do not oinch anyone and help Govt of India generate more money in Tax.

I agree with Naresh, but am not convinced with Amol on everybody paying taxes issue. Why the farmers shouldn't pay tax. Why the merchant/traders shouldn't pay tax? OR Why only middle class salaried should pay tax? To understand the above facet, one must recognise that govt targets clusters of people for vote-bank. Farmers/Traders are easily identifiable community for them, but people like us who are spread out across cities/areas and who easily accept the govt rules without much hue-and-cry dont appear target segment for politicians. Also, you must recognise that development of giant developing nation like India requires huge resources and tax-money from 3% of population won't suffice to bring rapid development of India. Nextly, we people in Metro cities carry an image of village people as poor, uneducated and far away from basic resources. But, this is all myth and you should understand that all consumer goods companies are targetting villages for attaining growth target,as they understand that people in villages(Farmers) also have disposable income for affording their goods. If a country like India has to move forward, the Unorganised Sector taxation is must. Its only a matter of time that people like us wake up and start pressing govt to have wider taxation base of customers, else govt will keep us pushing to corners like the 27% quotas in educational institutes for OBC's (Target Vote Bank).

No, sir... Its not like the paanwaalaas and chaatwalas are not paying tax... There is no question of paying tax, as most of the stalls are illegal! But the point is that even the huge amounts of money they are making is not going to their pockets, but to the pockets of the administrators! Because what they pay is the 'hafta' to the local cops! Even your thelevala veggie vendor does that! And these haftas are pretty huge. Now how could the administration let go of such a lucrative source of income!! So the system takes murderous but legal tax from the salaried class and murderous but illegal haftas from the stallkeepers.

There are other taxes that we all pay: sales tax etc. So people are not useless eaters!
Yeah ! Spending the same on essentials and taxes. Fills up the coffers of the govt. No wonder the taxman watches !!! The life of a nomal person is going from bad to worse.
In our country,we see around us many people who get away without paying any income tax... That owner of a popular posh `Paan Shop' round the next corner, a chaat walla shop, or an estate agent..etc. A number of them may be earning a lot of money, but they're likely to be among the minimum earning group, officially.. Tax evading is considered a great thing unfortunately. As such, those who are compelled to pay the tax, only those people pay the tax. Or you can say, it's forcible deduction of tax, mostly at source. So, please don't blame the minister. Blame the wrong attitude of our fellow citizens and a deficiency in the `attitude' which is responsible for all that policing. Mind you, even in the advanced countries, no one pays the taxes voluntarily. There, the rules are simple and tax rates are lower.. so compliance is better. At the same time, the penalty for defaulters is very harsh, so very few people can take that risk. In our great country, it's possible not to come in the notice of IT people. There is just no way that every defaulter could be caught, even all that computerisation or`AIR' etc. I feel the govt of india can make the tax payer feel proud of being one by way of giving him certain incentives, to the PAN card holders and regular tax payers, like the following:- No queues in the financial institutions .. separate windows / counters on railway stations.. No entry tickets on railway stations or airports, concession in road tax, property tax or certain other taxes, Easy/quick allocation of passport Discounts in property registration. Even if these priviledges could be very small but at least they will put the tax payer in a distinct group unlike those who are just enjoying all the facilities without taking the responsibility of nation building and at the same time blaming the government of doing nothing.. Such measures will definitely motivate more people to at least apply for PAN and file their IT return
hey then what is the use of earning money.When we are spending nearly 50% of money in paying taxes.Morever look at the infrastructure of over country, it hasn't improved all.Then why the hell we are payin gso much of tax.

sir, In time period of kings every small or big farmer. every businessman had to pay lagaan when there was not least transperency.king enjoyed and spent abundand.AT intodays time period we can see where money is spent.we have right to ask though people dont ask.
The employer unilaterally deducts the taxes from our hard earned salary and after this we have to file our returns also.The format of filing returns is also changed every now and then by the babus in ministry. Mr PC you are the Aurangzeb of modern India for the salaried class.

He is an advocate first and then a finance minister.He has a negetive thoughts and looks ar citizens as thief.
Be positive Mr PC. Instead of having things complicated, have it simple for common man.Look at the changes u have brought in this tenure, nothing looks simple.
Is not it a great injustice to the salaried people that they have to Rs 80,000/ to the govt as It whereas small business whose yearly income easily exceed 10,000 pay just rs 1,400 as IT and that too with much hesitation. What to talk about tyhe proffessionals whose earnings are unlimited but pay as little tax as possible. What Govt is doing to collect Tax from such people who any way are earning by charging inorbitantly from salaried people.
Despite of paying such a large share of their income as IT , salaried people do not enjoy any privilage by way of any specialized treatment. In fact govt should provide some concession in govt services like discounts on educational fees, railway services, govt hospitals etc to compnsate them. It is not that such people who are earning high and paying little tax xan not be identified. They are the most visible people and enjoy social status. Any Income tax official can identify such people living in their place of posting. Why this people can not be brought to the tax net. Financing of govt expenses is not the responsibility of salaried class alone. Every body should be made to share this burden in proprtion to their income.
I am not understanding that , we get Rs 100 /- we are paying service tax for bank to and while spending we are paying service tax for use of ATM and as specified for more use of credit card for more that 2 lakhs, we are answerable.So, What is left with us if we get Rs100 ? What is this Mr.Chidambaram , are we earning to pay tax only and live in tension when IT people knck door.You are not good Finance minister. You look how to sqeeze tax from middle class people.I think you need to Go Home .
And can we ask Mr. PC and his UPA non-Govt. to make it mandatory to publish in public how many such transactions are being made by MPs, MLAs, Ministers, Beurocrats and the likes... And what is the source of money for these crooks to do all those transactions?
