Group D staff promotions policy changed to Group C

Group D staff maximum 10+2, Graduate hai. Five service group D staff promote to Department Exam to Group C posts clerks, Secutiry Assistants etc.

      Impart compulsory professional training at the entry level to all groups of employees.

      Withdraw secretarial assistance staff from officers below the rank of Directors. Make the entire bureaucracy computer savvy who can take care of their own affairs.

      Within a period of five years reduce cadre strengths by 10% at all levels in the ministries/departments (excluding armed forces) where non-plan expenditure exceeds revenue generated. The surplus manpower may be diverted to the productive departments like revenue, taxation, posts, railways etc.
      Build apartments in the proximity of the offices to ensure that accommodation is provided to every employee.

      Scatter central government offices to other parts of India.

      Curb spending on publicity and office expenses.

      Head towards a paperless office.

      The pay of a Secretary to the Government of India should be a fixed sum, less than the salary of a Union Deputy Minister. Ministers enjoy peoples mandate but bureaucrats dont.

      Vertical and horizontal movements should be allowed at all levels to maintain the federalist character of India.

      Withdraw all sorts of special grants, allowances, and other invisibles currently given only to a particular group of employees. Initial pay of armed forces personnel may be fixed at one point higher than their civilian counterparts to compensate their difficult nature of job away from home.

      Reserve the term Executive for the peoples representatives and persons holding constitutional posts. Let the bureaucrats realize that they are servants and not masters of the society.

      All departmental exams should be abolished to give a fair treatment to the senior and to attract talents both from inside and outside.

      Stop reservation in promotion at all levels.

      Pay scale and ones position/promotion should be delinked. Unity of command and control will exist though ones position in the hierarchy and not through pay scales.

      Bring all grades of civil and defence employees in one bracket by introducing a single running pay scale. A prototype of the pay scale: b (increment @ b/20 for 9 years) 1.5 b (increment @1.5b/20 for 9 years) 2.25b (increment @2.25b/20 for 9 years) 3.375b (increment @3.375b/20 for 9 years) 5.0625b (increment @5.0625b/20 for 9 years) 7.59375b (fixed). Basic Index Pay b is to be determined by the Pay Commission.

. Automatic revision of pay scales is also possible through periodic fixation of Basic Index Pay. There is no need to set up a pay commission every time.

      The ratio of the highest pay and the lowest pay must not exceed 8:1. If not the employees at least the members of their families need to be treated equally.

      Every employee, civil or defence may be given the opportunity to jump to the next higher class after a maximum period of 10 years of service. This will address the problem of creating promotional avenues to every employee. The Assured Career Progression scheme that ensures financial upgradation after 12 years of service can be merged with the single running pay scale.

      Merge the All India Services with other group-A central services to eliminate feudalism and to cease the ongoing clash and conflict among various service groups.

      Introduce the 360-degree reporting system to generate a sense of fellow feeling and togetherness among various classes of civil servants.

      Curtail the tenure by raising the minimum age limit (for appointment to posts other than senior civil services) to 30 years with the usual retirement at 60. This will attract experienced and matured talents to civil services and give employment opportunity to more people.

      The minimum qualification for all categories of employees holding group C, B or A civilian posts should be a graduation. They can be selected through a single competitive exam namely the combined civil services exam, appointed on merit vis-à-vis preference.

      Skill of writing well in the exams at a younger age and climbing to the topmost position in the hierarchy should be delinked.

The reports of the Second Administrative Reforms Commission are similar to essays written by the civil service aspirants. The only hope to bring about radical changes to present ineffective bureaucratic machinery is the Sixth Pay Commission. Other than offering a higher pay package, one of the most challenging tasks of the SPC is to formulate recommendations for an outward facing and customer-focused administration capable of responding to the global challenges. If India needs to change her status from a flawed democracy to a near perfect democracy, some new concepts need to be introduced. Following are a few: -

      Bridge the gap between the government and non-governmental sectors by creation of a senior civil services group through fair open competition among people in the age group 40-55 who can serve till 65. Retired armed forces personnel and persons working in the corporate sectors shall get ample opportunity to join the national mainstream. The senior civil servants can be appointed at decision-making levels as well as district administrators.

salaries should according 2 duties & responsibilities.like working in shifts will get more in administrative services.specially in railways a clerk gets 2day holyday per week,& also get higher scale in promotion where as person working in shifts gets 1day rest after 7 working days & also lower pay scale after primotion.this should always keep in mind.
