Sir,
Presently Govt offering 12 yrs ACP. In this indl will get payment of the next grade but not the grade, instead of that better give ACP for every 7 years, not just payment but give him the grade also and he should be posted where required. I mean the indl has to get not only financial benefit, but he has to give the performance also.

Transport Allowance

Sir,

Presently Govt increasing DA half yearly on the basis of inflation but excluding price hike in petrol. Govt stating that when all the vegitables and other items are increasing because of petrol hike only, then how they will allow the price hike of petrol again. The Govt reasoning is considerable, but present Transport Allowance is far behind the monthly bus pass. Hence my request is Transport Allowance should be atleast equal to the local bus pass fair

I think it will be very difficult for the govt to increase the salaries of its employees ,the divide between pvt and public sector is too large and govt does not have resources to fullfill the aspirations of its 33 lakh workforce even if it wants to and it does not make economic sense also.
But there is an option. Can anybody tell me what is the rationale behind extracting income tax from govt employees.? who gains by this exercise? Is it not ridiculous to take out money from one pocket and put it in other pocket and that too at the expense of public money.
Income tax on govt servants is not justified and should be challenged and opposed because of following
1 : salary is not an income it is a remuneration/wage therefore legally it is out of the ambit of the Income tax act
2:collection from salaried class constitute only 2.8% of total collection
3:More than 50% of the strength of Income tax deptt is engaged in collecting this 2.8%; which is very poor ABC analysis
4: Most of the neighbouring countries like pakistan srilanka have already exempted govt servant salaries from tax.

In view of above i feel it will be a win win situation for govt to exempt govt servants from Itax instead of increasing the pay scales.I think majority of govt servants will accept this option gladly. I appeal to all associations and bodies who are sending their suggestions and demands to the commission to unequivocally and vehemently ask for the above and also create a strong public opinion on this issue.

If the government want to raise the salary

If the government want to raise the salary structure of their employee like MNCs, then they should also implement hire and fire(whoever best comes in their organization), better service( corruption should be highly avoided, and if somebody found guilty of corruption should be penalize highly), transperency( Entire selection process to get government job comes under tranperency, how many marks got in written, how many you give in interview etc. whatever be the services comes under transperency), periodically review their skills, not on the basis of seniority for promotion, their present and past history of property, fund etc. to be transperent. At present MNCs recruiting young, smart, energetic persons fit for their organization that provide better services within limited resources. One employee work for twenty people and more better communication with their clients, Is government servant provide better service to their client that is to people of India. At the age of globalization and power of IT they have to think several times about their services, i.e how they provide better services within limited resources.

Fixing of basic pay for group c & d employees in central & state Govt.

The minimum basic pay & subsequently the gross salary for group D employee including HRA and CCA should be sufficient fulfill all his requirements. the modern education expensises of his children should also be kept in mind while deciding the minimum pay. Group C & D employees in scientific stream should also be given some upgradation allowance like group A employees i.e. Scientists etc. The loan facility for purchasing Two wheelers is restricted to Group A & B, Which should be removed and all the groups should be benifitted with the Vehicle and other types of advance schemes. The promotion procedure should also be improved by organising the trade and Skill test of the employees, irrespective of the seniority.
The talented persons in Group C & D should be provided "out of turn Promotions" to encrouge the employees to put their soul in the work.

The receommendations of 5th CPC were not implemented

The recommendations as far as it related to Stenographers in non-secretariate/subordinate offices as it was contained in para 46.34 were not implemented in Delhi Police even after a number of representations submitted to Min of Home and Finance as well. The representations were not even sent to the specially constituted Implementation Cell of Finance Ministry (Dept of Expenditure) to oversee the implementation of 5th CPC recommendations. What is the use of constituting another commission? To increase disparities among the ranks and cadres or to decrease it. No one can cross the BABUs sitting in those ministries not even the Pay Commissions, they would do whatever they want to do.

Sixth Pay Commission

It is to be noted that, not too long ago, the salaries in the private sector was not as attractive as they are now. Many of the serving government officers have joined the service when they were having other options also. They should not be punished nor made to regret for having chosen to become a public servant than serving some only profit motivated private enterprises. The Govt. official also have to live, bring up and educate his children among those who are employed in the private sector or well paid public sector organisations. At present for even a Group A officer it would be difficult to afford to send his child, to an IIM or any other premier institute, which is sponsored or established by the Government itself, whereas those who being less competent were not able to make it to the Civil Services, and hence joined the public or private sector, would be able to provide quality education for their children.
Regarding other benefits such as promotional avenues also, the private sector, has emerged as much more attractive. In the private sector (especially in software, banking, Telecommunications, Insurance etc.) a qualified employee gets promoted to the next level in about three years, whereas in the government the same takes many more years. This will definitely demoralize the presently serving officers, and would fail to attract the cream of talent to join also. In fact there has been only a reduction in the facilities provided to the Govt. employees. Suspension of LTC a few years back is an example. For the new entrants to the service, even the pension, which was once considered as an attractive factor in the Govt., has been made contributory, resulting in an actual decrease of 10% in the net salary. Even their savings through the Provident Fund attracts 0.5% less interest, than the private sector. (The govt. incurs huge loss to provide for this higher interest to the private sector). Moreover, the salary of the Govt. employee is as such subject to income tax, whereas in the private sector, they split the salaries in to components and reimbursements so as to avoid income tax to the maximum.
The bureaucracy being adequately paid is, in fact, in the interest and for the welfare of the large sections of the community, and promotes equity and social justice, for the reasons including the following:
a)      It is the Govt. machinery, which has to formulate and implement schemes and programs for the welfare and benefit of the larger community. Hence it is necessary that the Govt. machinery be manned with people with ability and quality.
b)      Govt. provides and ensures employment opportunities for the talented among the under privileged sections including SC/ST, OBC, physically handicapped, etc. The well-paid jobs in the private sector, by and large are accessible to the convent / public school educated elite layer of the society. There are no prescribed criteria for the recruitment in to the private sector employment. So the Govt. sector remains the only avenue available for the children of the ordinary man, to come up in life by ones own effort. If salaries in the Govt. are not made at par with that of the private sector, it only adds to widen the gap between the elite and the poor sections of the society.
c)      Being underpaid would demoralize the public servant, which in turn would slow down the process of development.
d)      An adequately paid civil service would be less or not corrupt, which again is beneficial for the community.

Pay Scale of a Soldier in Indian Army

Sir,
I am a Soldier of Indian Army . and pay of a soldier is very low .
Because toaday soldier is very Educated and qualified
in all works ( computer , arms ,driving ,physically
and he can talk in english ) on all ocassion,
If he wants to earn money in call center he can more 3 times by army pay But he can leave Army .
Today 13000 officrs are diffi in army u know what is the reason only one the pay scale of a soldier is very low if he will do eng , computer ,or join MBA he will earn more and no hard work like army and no 24 hours duty no leave his family and friends
it is not for all officers but soldiers also.
because they are hard worker as a private servent
so
i hope this pay commission will think about soldiers
